How This Started

Tesla itself first disclosed the problem, submitting a noncompliance report to NHTSA on March 15, 2024. But instead of proceeding straight to a recall, Tesla filed a petition asking NHTSA to formally rule the issue "inconsequential to motor vehicle safety" — a legal pathway that, if granted, would have let Tesla skip notifying owners or fixing the cars at all. Tesla also noted it wasn't aware of any consumer complaints, accidents, or injuries connected to the brighter headlights.

NHTSA rejected that argument on July 16, 2026, after more than two years of review. The agency said it simply didn't agree with Tesla's conclusion that the noncompliance didn't increase glare risk for other drivers, which put Tesla on the hook for a mandatory, no-cost fix.

Headlight glare has been a growing public complaint industry-wide — a March 2026 AAA survey found 6 in 10 drivers say glare is a problem after dark, and nearly three-quarters of those believe it's gotten worse over the past decade.

Why an Over-the-Air Fix Is a Real Possibility

As of the recall announcement, Tesla had not finalized the exact remedy — but it's worth being clear-eyed about what Tesla's actual track record looks like here, rather than assuming the worst. Just last year, Tesla recalled 63,619 Cybertrucks for an almost identical problem: front lighting that measured too bright in photometric testing, with the same glare concern for oncoming drivers. Tesla fixed that one entirely with a free over-the-air software update, at no cost and with no service visit required, and reported zero crashes, injuries, or fatalities tied to the issue.

That's not an isolated case. Tesla has resolved a large share of its "recalls" — including a prior Model X headlight flicker issue — with OTA updates alone, often rolling out the fix before NHTSA even finishes mailing notification letters to owners. Elon Musk has publicly pushed back on using the word "recall" for these fixes at all, arguing the term is outdated when nothing physical changes on the car. NHTSA, for its part, has acknowledged that Tesla routinely uses software to remedy issues, while maintaining that federal law requires the same formal recall notification regardless of how minor or remote the actual repair process turns out to be.

To be fair, this specific case involves the low-beam headlamp's optical output rather than a parking light, so it's not a guaranteed match for the Cybertruck situation — Tesla hasn't confirmed whether the fix will be a software adjustment, a physical aim correction, or a part replacement. But given how consistently Tesla has resolved comparable brightness and lighting issues without requiring owners to visit a service center, an OTA-only remedy is a realistic outcome here, not a long shot.
